Cecile A. Ramsay
Member of Literacy and Life’s Board of Directors and Director of L&L’s Early Childhood Program, has more than 35 years experience in international development with the World Bank and World Bank client countries. She is a seasoned development professional known for a strong focus on delivering results, managing risks and implementation planning.
During her tenure at the World Bank, she held diverse management, advisory and project management positions, leading multi-disciplinary teams to design and implement many successful Bank operations and to deliver a range of challenging and innovative analytic reports in diverse technical sectors and regions (Asia, Latin America, and Africa).
In her role as Operations Adviser, she provided expert advice and guidance to Bank managers, staff and operational teams tackling complex and challenging operational problems. As the only field based Operations Adviser in the Africa region, she mentored and coached project managers and staff in 12 Eastern and Southern Africa counties and worked with Country Managers and Directors to strengthen the quality and performance of the World Bank’s country portfolios.
The breadth and depth of her operational experience, allowed her to ensure effective outcomes of multiple World Bank task forces/initiatives to improve operational results, including redesign of operational systems and procedures, and strengthening budget and quality assurance processes.
Prior to joining the World Bank, Cecile worked as a Project Planning and Scheduling Engineer with Trintoplan Consultants in Trinidad and as an Assistant Transmission Engineer with the Jamaica Telephone Company in Jamaica.
Cecile has a Master’s degree in Operations Research from the University of Leeds, an MBA from the University of California, Los Angeles and a BSc Honors in Mathematics and Physics from the University of the West Indies.
